2003 2.2 EcoTec Sunfire head light issue

hi i having problems i replaced the bulbs of my sunfire the inside bulbs of the head lights i guessing they the low beam but nothing i dont get power to it and i looked at the fuse panel and it shows LT HDLP RT HDLP nothing happens when i pull the LT HDLP fuse but if i pul the RT one the head lights on both sides turn off tthare are closest to the outside so is that right? i just bought this car and wanting to get it safetied so is there a relay that isnt working i can flip back and forth with the switch but nothing engaging the headlights
