Starter Relay Problem 2005 Grand Am v6

I have a 2005 Pontiac Grand Am with a V6 engine. This morning the car would not start when the ignition key was turned to the on position. The engine would not turn over. I checked all the fuses on the under the hood fuse block. When the ignition key is turned to the on position the fuel relay activates (I can feel it with my finger and hear it also.) and the starter relay does not activate. There are two other relays on this block of the same type of the starter relay and I substituted them for testing and they did not activate when the ignition key was turned to the on position. I checked the voltage on the starter relay and it was 12 V dc (or battery voltage) when the ignition key was truned to the on position. When the key was turned to the on position and the starter relay was removed and the circuit was completed with a paper clip the starter engaged the engine and spun it. The engine would not start however.
Any suggestions?

Possible issue with security system? If the security system is an issue, even if you crank it, it won't start because of injector disable. With the starter relay unplugged, key on, two hot terminals. Voltage to the load/switch side of relay is hot all the time. Voltage to the coil side of relay goes hot with the key on.

So it sounds like you've ruled out a bad relay or starter. You should next check crank signal to the primary side of the relay. It should give 12v in the crank position.

-If not then locate the park/neutral switch on top the transaxle and probe the solid purple wire for voltage with key on. This voltage is switch controlled (park+neutral=ok to crank) and sent out thru the purple+white wire for the relays primary side. If you're getting the voltage in but no output replace the switch.

-If the relay is getting the crank voltage signal then the PCM controlled ground to that same relay is not activating. It's triggered indirectly by the solid yellow wire on the ignition switch. A quick check of the ignition swich is to probe both that wire and the dark green as they should both supply voltage in the crank position.

Post back what you find next as there are many members here with loads of knowledge to offer.
