733i Low Beams

I have a 1984 BMW 733i and can't figure out why the Low Beam lights do not work when the light switch is on. The Low Beams work when the High Beams are on. I've replaced the Low Beam lights and checked the fuses. Any ideas?

check fuses: 1,2 13 and 14 also check the "low beam" relay and "low beam check relay" - yes two relays (low beam relay and low beam check relay)
