Will not declerate

2000 Ranger 4 cylinder. 40,000 miles.

Just recently the truck will not return to idle speed from time to time. It is not consistent and I have not been able to find a pattern. It will run fine for several days and then it will not return to idle speed at a stop sign etc. If I rev it up a few times it will sometimes go to idle. The truck was recalled to fix a cruse control problem a year or so ago. The throttle linkage is through an enclosed cable. I thought about taking the cable loose and spraying WD40. It may be a computer or sensor problem. Any suggestions?
