95 4Runner 3.0 fuel problem?

I have a 95 4Runner 3.0 that doesn't start. It stalled as if it was running out of gas, so I am leaning that way. I disconnected the fuel filter and it wasn't clogged. When I turned the key on, no gas shot out from the fuel filter inlet line but it sputters out gas when the car is cranking. Tank is 3/4 full. Hopefully a non involved symptom is that I also hear water gurgling in the radiator while cranking. I am hoping this is an unrelated stuck open thermostat and not a head gasket problem. The truck never over heated and the oil and coolant look new. This happened 3 months ago and just now the weather and my body are up to fixing it. I am wondering if the fuel pump should be giving me a 5 second burst like most other cars do when the key is turned on? Any suggestions are appreciated. Besides burn it.

Does anyone know where I can find a diagnostic flow chart so I can repair this no start problem?
