Sounds like the fuel injection unit. Does it have the spider type unit that is inside the manifold?

On my 98 blazer i had one injector that went bad and it was the #1 and it gave me the same engine code that you had, Thought the spider is a little different from the 95 i think.

On my old 95 that had the votex with the big aluminium intake, It started to barely run unless it was reved up. I opened the top of the mainfold which only take about 20 mins and found that the main fuel line that goes through the manifold and feeds the spider had a hole in it. I turned the key on and fuel shot out so it was dumping fuel in the intake.. It was an easy fix, you have to go to the dealer and i think the part was about $50. Hope this helps..

95 and 98 are totally different systems. Have you checked fuel pressure and leakdown? Takes about 15 minutes and will tell you if there is a problem. Key on, engine off, fuel pump running, pressure must be 58psi to 64psi and must remain above 53psi for 3 to 5 minutes after the fuel pump shuts off.
