TSB repair being covered after warranty expires?

I had an issue with a popping noise from the steering or shock on an 04 sierra. I had the vehicle in trying to get it fixed under warranty 3-4 times, but they didn't know what the problem was. Now I notice a TSB about it that there is a problem between the shock and frame.

If I now take the vehicle in after the warranty has expired, will it be covered, since I originally took it in for the same problem, but they were unable to fix it?
