1995 cutlass supreme water pump 3.1

I cant get the 4 pulley bolt off.....It (pulley) just spins...Whats the trick? Help!!!!

Hold the other bolts while loosening the other ones to the last one, then put additional tension on the belt to hold the pulley, this is one way.
