I've checked all fuses replace the oil/fuel pump sensor and checked all my ground wires to make sure they have good connection. just for further ive also replaced the fuel pump rebuilt the throttle body and replaced the fuel regulator. does this thing have a shut off button or something like that?

with your meter check for power at the fuses [all].....with the key to run position/ignition on ....could be ignition switch or not sure with your vehicle the security system ...bad key on later models will cause the pcm to prevent power to fuel pump....1993 is not a vehicle I am that familiar with ....
