Temp Gauge up to high

I have a 94 chevy caprice classic with the 4.3. My Temp gauge is running halfway while I'm driving down the road. My car isn't running hot, the fans kick on at the right time. My hoses isn't hard. I have a new temp sensor in the water pump. So can somebody tell whats the problem?

measure the temp at the thermostat goose neck , compare with the dash guage...should be about 190 deg f...
