will not turn over

I have a 2000 express with a 5.0. when I turn the key on I don't get any inst. lights and will not crank. I do have headlights radio wipers. turning key to start with lights on no change in lights.

Start with ckecking for 12 volts on both sides of fuses.
Is ign switch switching 12 volts ign on fuses?
