1997 pontiac gp a/c relay

yes, i tried to start a/c other day and clutch will not start. took plug of ac compressor and used test light with a/c controls on and fan on high and no power at this plug. what could be the problem a/c relay? and if so how do you test relay if it is bad.

Low Refrigerant. If refrigerant is low, the ac clutch will not be commanded on by the PCM. See if you can get your high and low side pressures checked.
