Stuck wheel

I recently rotated the tires on my Galant, fwd, and twice, the passenger side front wheel seemed to seize on the hub/rotor. What causes this to happen and how can I prevent it?

Corrosion! You should see what we have to due sometimes to get the wheels off a car after a Minnesota winter or two. Clean the corrosion of the hub and wheel everywhere they make contact. Then apply a very thin amount of grease to the wheel over the same areas you just cleaned. The wheel should fall off with no problems the next time you rotate the tires.
