1994 golf radiator fan problem

Bought my daughter a golf. The raditor fans do not come on. Jumped the motors and they are ok, replaced the themosensor on the radator. Still nothing. I did notice that the temp gauge does not go above 70 no matter how long the car idles. Could it be the termostat

Yes I would replace the thermostat as the first job if it doesn't get up to temperature.
