i was wondeering can i fit 18" on my 91 civic hatch without cutting and all that shit.?

I'm going to assume that you are refferring to 18" rims?
And yes you can. Just make sure you've got the proper offset... I think +40mm would work. You may have to roll your fenders in the rear, but that's easy as hell... http://www.andrews.edu/~johnsonm/howto/rollfender.html
