He's not going to stop though. If they play him for a fool, he's not going to like that, and he's going to continue with his killing spree. And if he can do it 13 times without them having any good leads, I'm sure he can do it a lot more before they get anything on him. Telling a crazy man with a gun no is the wrong thing to do.

ok, this is the way I see it. This guy is asking for money just for the fun of it. Anybody as inteligent (and it hurts me to say this) as he is knows that the police don't pay up on ransoms, ever, and that when they say they are going to it is always a trap. This guy is just pulling us along for his own twisted entertainment. He doesn't care about money, he cares about publicity. The more media attention he gets the more he is going to do it. He is like a child.
As far as my speculations as to who this guys is I have a few. He obviously has a very good knowledge of the roads and routes in the area and he is able to blend in very well. So, I start to think of people that have a deep knowledge of a local road system and then match that with someone who would have a reason to be as angry and twisted as he is and I come up with the idea that he may be an ex-postal worker.
Seriously, think about it. Postal drivers have to know a lot about the roads in town (ie every road), and some of them have snapped before. Plus, who would suspect a mail truck. Are cops really going to search through all of the mail bags? It is just a thought.
