I actualy posted my comments after watching a parking warden try and move illegaly parked cars out of a loading zone so I could park in it.
He would move one on, and another would come right in behind it. One person even tried to push him out of the way with thier car.
In the end I parked on top of one of them, and he gave up writing tickets on the spot, just pulled out his PDA and started noting down rego's so he could write and mail out the tickets later

the problem in the uk is that it's no longer a criminal (traffic) offence so the police are no longer involved. local council's use private companies to manage parking issues. and guess what performance metric the council uses? streets free from illegally parked cars? no, that would be far too intelligent... the way they really do it is to give them a quota! no joke. "you have to clamp n many people and issue m tickets this month". ridiculous!

They do a similar thing here.
Parking is covered under council law, so not enforcable by the police, but by fines enforced by the council through the district court if need be.
And like it is in London and many other cities its a great source of revenue.
Parking wardens here given a quota to reach every week, and get a bonus if they meet or exceed it.

However there are enough offenders that they don't, as a general rule, go out of thier way to push tickets on people. Infact just today I saw a parking warden ignore an easy ticket (car parked in loading zone) probobly because he never read his rule book and knew it was a ticketable offence.
And they don't seem to get any great pleasure out of writing tickets.

But there is no real effort here to get people to park legaly, I think the council is aware of the profit avliable in parking enforcement and keeps the fines and enforcement at a level that its profitable, but not much of a deterant. Most offences are a NZ$60 fine, about 30euros.
So plenty of people are prepared to take the risk knowing they can afford the fine if they get a ticket.
