You might try removeing the throttle body from the plenum, remove the IAC from the throttle body, and clean the pintle, the seat, and the entire passage with throttle body cleaner. Don't push or pull on the pintle valve stem or it may be damaged. Carbon deposits normally formed by the EGR system tend to clog the passages for the IAC. BTW, the IAC is serviceable separately. Most auto parts stores carry the them in stock.
