Ok Zachary, the model have little issues here and there, next time try to use some decal softener like MicroSol and MicroSet from Microscale, they help a lot. I also repaired some bubbles, try to use a brush and a paper towel little by little to go removing the water until the decal is totally flat. Take your time, sometimes you need to spend several minutes to lay down a decal. Let it dry for 24 ours at least.

To avoid the paint leak use Tamiya masking tape. When you paint clear parts use acrylic paint and you can fix the bleed with a toothpick with cotton and water to clean the excess.

It looks like the seat is painted black gloss, isn't? If so prefer flat paint or matt varnish to finish the seat. If no, sorry the the pictures don't help a lot.

Answering your questions, yes, you can use clear coat before the decals. Decals needs a flat gloss surface to be perfect.

Hairdryer can help with molding the decals, but be careful or you can ruin the decals and/or melt your model if you get too close. Prefer decal softener.

Read this for how to use washes to accent panel lines.

Realy nice! One of the best racing cars ever produced by my beloved country!
Volvo was quite brave when they started to race witha a Estate!

EDIT: my local hobby store doesn't carry Tamiya modeling tape. will anthing else work? Duck tape? layers of Masking tape? Scotch tape?
