UPDATE:
replaced the fuel pump today (new delphi unit from NAPA for 232 + tax, complete unit, which is less than half of the dealer price, just had to reuse the fuel line clips), using the access panel method, on this website: www.geocities.com/formulapower2/fuelpump.html , and all went well. hooked up all the lines and everything, no leaks. now key-on pressure is 42 psi, idle pressure is 37 psi, and at WOT pressure now instantly rises to 40 psi and stays there. so it seems it WAS indeed the fuel pump, and had the entire procedure completed in about 1.5 hours, not including drying time for primer that i put on the cover plate i used, and all of the cuts i made.... thanks for all the help guys...
