if your car is '96 or newer most state emission tests are just an obd2 check.
emulators can be wired in to keep the light off. the guts can be punched out w\a hammer and a piece of rebar if it needs to pass a visual inspection.

The main reason I want them off now is my ground clearance... I had them off for a day. My dumb ass went and had cats put back on...

there are a couple differnt type of emulators. the kind i used has a 12v power feed,switches o to 870mv back and forth can watch the down stream sensors work on a scan tool. they are not even hooked up. put the emulator under the hood,cut the signal wires at the pcm and spliced it the fooler. O2heater monitor will not reset , but who cares 2000 and eariler you are allowed 2 monitors not complete,'01 and up just one. this was on a '99 gmc w\5.3L eng. alot of times after market cats don't solve anything on gm cars
