I once unknowingly ran a TH400 without a governor in it. What's bad is that it was on engine break-in, the transmission WOULD NOT shift out of first gear (I'm quite surprised it even moved!) to save its life. Not automatically, and not with gear selection. The engine was brand-new, only having a cam breakin performed on it, and I was afraid that I'd cook it getting the car back home, or at the least, chop years off its life. I am happy to say that this is the engine I am now running in the 9C1, and that 265,000 miles after the nongoverend-TH400 romp around the block, the engine is still strong.
A 700R4 will go nowhere without the governor.

B&M makes Downshift Kit that make's the 700r4 hold 4th untill 2/3 or more throttle so you can "cruise" at higher speeds....
