Mr.Surface is pretty much a primer, but in thicker form to allow to fill gaps etc.... you may paint straight over it, but you pretty much use Mr.Surface right over plastic or paste putty, or epoxy putty, so you'll have to spray prime the entire model before painting anyways, so it really doesn't affect what paint goes on top of it, because no paint will go on top of it.
