Best thing you can do for your car is invest in a turbo kit. The DOHC 2.0L in the neon is actually quite strong. There are many instances of people turbo'ing their neon and the setup being quite reliable.

If you don't want to jump into a turbo kit right away i would suggest some free mods:
Intake
Header
Exhaust
Throttlebody
Cams
Tune (you will need a tune after all that, with all those mods you will run rich)

Yeah, we had two members on here for a while from the Bay Area of California that had turbo Neons. That means Non-SRT4s. If I remember correctly, they were pretty quick.

its not equal to 10000487335334 miles, but u have to have it figured out perfect, or else u will blow it, and then you would have to downgrade to a metro or something

yeah you hear a bunch of bullshit if you talk to the wrong people but anyways nitros scares the hell out of me and there is no way in hell im driving a metro lol

i thought those neons had a really shitty 2.2l... guess not. if it is a 420a then you can turbo it. ive got some experience in that field.

Can't you swap a 4g63 into an old 2 door coupe r/t neon? Even with low boost putting out 225-250hp, the power to weight ratio would spin tires through a few gears...
