You should be able to lay on VX Primer as heavy as you want without causing any surface problems to the plastic. I always recommend the first coat be light to medium though, otherwise an initial heavy coat will be more likely to run without already having a layer down to "bite" into.

I have a question. Can i spray Dupli Color Brite Touch Primer over VX primer? Or better yet Dupli Color Lacquer spray paints over VX primer?

Dupli Color spray paints - yes. Brite Touch Primer.....probably. I'm not familiar with it, but if it's compatible with their lacquer paint then it should be fine over VX Primer.
