i already have a cat back system and headers would just take money away from my turbo acount. wat about a new ignition system, cam gears, camshafts, and lifters? i know this will be a little more than 700 but i am willing to save a lil extra

If you're prepping your engine for a turbo there's a whole bunch of stuff for under $700 you should upgrade - cam gears, valve train (valve springs/retainers), clutch, flywheel, ECU, FPR etc...
Some of these mods will give you gains right away, some won't until you've upgraded to turbo. None of them by themselves will give you huge gains, but all of them you will need eventually if you do go turbo.
I read somewhere that the stock ignition system on a Prelude is good for around 600 hp, so I wouldn't worry about upgrading that unless your gonna boost 25lbs!

Clutch and flywheel upgrade will give you the most noticable gains for under $700 IMO.

dont valve springs and retainers let you rev a lot highre as well?

This is just a friendly advize.. i think you shouldn't mod your car cus you'll probly regret it later..if i were you, i'll keep it stock and save your dollar for future repair and maintenance.

or maybe some people can afford to mod their car AND pay for repair/maintenance.
