Theres no such thing as some magical chip that adds 20hp for $10. You have to learn about something called 'market hype'. Not to mention just flat out lies. Turn the ads section in any car magazine and read the add "SUPERCHARGE ANY CAR FOR $69.99! 35+ HP!" If that was true..you'd see that mod listed in everyones signature. Because wow..$70 for 35hp would be fucking insane. $2/1hp. Mm.

Am I to understand that some of you actually believe that $20 Intakes and $20 chips will each add 20hp??

LMAO I'm not the type to make fun, I've been there(well sort of, I didn't understand much about cars two years ago, but hell even then I knew a $20 chip was NOT going to add 20hp! Jeez!!) but anyway, how you possibly take an ad like this seriously?:

Don't those $20 chips just retard your timing? Also, the Hypertech is a very general burn, and you could get a more specific burn for less money. I believe it is SCT that does the best???

Usually they Advance Ignition Timing and lean out the Fuel/Air Mixture. Dangerous things to do without trial and error. The $20 "Chip" in 99.9% of all Ebay scams is a Resistor that's connected to the air temperature sensor, tricking the EEC into thinking the air coming in is colder, and therefore advancing the Timing. Usually the computer will make up for that slight advantage in other ways (richening the fuel mixture, etc) so the 2hp you had gained are lost anyway.
