do the bottom color last so the paint doesnt go thru the tape

Thanks for all your answers!
I understood what to do, but one thing still bothers me. I'm sorry I ask that again and again, but I want to be sure not to make a mistake- From my little experience (and its really little cause this corvette is only my 2nd kit), after usual paint get dried on sprayed paint- the usual paint can be easily removed (can't remember the exact word in English) by scratching it. Is my experience, with that subject, is wrong? Thank you for all your answers, and I'm sorry if I ask too much
