when you just start your car, when its cold, does it idle at or around 3000 rpm? and then when it heats up around 1500 rpms? cuz if it does change your throttle body and your problem will be gone

Dude! That is exactly my problem. So just changing my TB will fix this? Does it have to be a Honda part or can it be aftermarket? Thanks for the input I bet that that is what is wrong!

that should get rid of the problem. my suggestion is find a friend, or a friends friend, that has a throttle body that is the same OBD as yours and swap it just to see if the problem goes away. it might just be the idle control sensor. it is located at the bottom of the throttle body. let me know where you are located if u are close enough ill help u out.
