So many opinions, and yet all valide, but all here should know a few things,

1: GM and others are guided by goverments, regulations, and this is why we have Cat's and noise reduction, and polution contral systems, they are not built for running lights, unless you buy a Camaro or a Vette, they are not under the same regulations, since a light truck is made for general population it has to be regulated as such.

2: Flomaster and so many others out there know that by less restriction and giving you a vroom will make you feel like a kid, and that's why they sale em, it's not like we can all buy Vettes, and we like to go shopping at wallmart and buy all we can them day's so a SUV is the norm, and kids fit easy in them secure and yet dad likes to have fun like we all do, so a low restriction flowmaster is easy in the buget, so have fun, and if it blows well just do like all do and buy new parts, simple, have fun, live life, and at 3 am when you get home I just hope that you don't wake granny cause she will be calling on you. so be nice.

3: restrictor plates are used more in the clean air programs, therefore it could be a proble if you take it off. but we all play with fire, My Trans am for one is not smog leagal, but it's 21 years old, and I am not about to be nice with it, it's my toy! Get your own! lol, and if you are really into adding power then check out Link Removed they got some for your needs up to 65% more HP, no turbo lag and a unique sound.

so be happy, and make mods to your ride, just remember it's your cash!

as for my mods, 88GMC truck 3' pipe no muffler or cat, and added a badge that say's turbodisel, and all is well with the law. then my 1996 V6gmc truck just did the mod chip bit and well it's not bad, and then did the restritor cut, and that made a dif, also got a low restriction cat and a flowmaster, the Trans am has the most mods, from a 400sb, Edelbrock parts from a to z, and headers, dinoed at 587HP, and 524 in tork true a modified 700r4 tranny linelock and all, and no it's not rice, it's fun, rice is when you see a honda with a 3' pipe, it looks like a can of rice atached to it. since hondas come with a 1 and 5/8 pipe stock. also hide your pipes it makes a clean look, and cost less since you have no chrom to polish.

keep it simple, unless you have found a pot of gold...
