It's not a case of anyone having something against the person, it is a case of that if AF is found to have 'under-age' members then the site can be closed down under US law, and since the site is a US site, it falls under that law.

It is not about seeing anything, it is about disclosure of information.
By law, anyone under the age of 13 is too young to disclose the information required to join a site without parental supervision and consent. Since a website is not able to confirm how genuine the parental consent is or whether the child is indeed supervised, it is required that the website makes it a minimum age requirement of 13 to join.

How does a remotely situated website confirm that the parent is indeed present at a remote site?
