This may be a stupid question, but here goes... I'm trying to take the front license plate off of a 1995 Honda Civic and it looks like I have to take the bumper off. The bolts are spinning as if there was a nut on the other side because the plate is not moving! Any help???

try pulling on the bolt a little when you unscrew it. Sometimes they get screwed in further than the plastic threaded hole has threads to screw into and it gets loose and will just spin as you try to unscrew it.
just put a little tension on the bolt, pull the license plate as ou unscrew. Be careful not to pull hard, you'll strip the hole. just a little to put tension on the screw.
