Actually not true... if you stand up straight and hold two 20lb. barbells (one in each hand, down by your thighs), you will have a relatively low center of gravity, whereas if you hold them high over your head, it moves your center of gravity upwards...

The center of gravity for the car is basically the point at wich the weight of the car BELOW that point is equal to the weight of the car ABOVE that point, as well as from side to side and front to back. Another good example is a billiards cue stick... if you try to balance the stick horizontally across your finger, you will notice that your finger won't be in the middle of the cue-stick, but rather towards the fatter end of the cue... if the cue was not tapered, your finger would be in the middle because the weight would be more evenly distributed...

In this case, I don't think it will really affect the handling too much, although having it behind the rear wheels will provide more downward force on the suspension (slightly) wich may actually improve handling slightly...
