Alclad Clear Coats
Can use Alclad Clears (not the Aqua Gloss), the matte, light sheen etc. over other lacquer paints?

Enamel is a type of paint. Enamel can be lacquer base, too. Most are oil base though, so technically, you can't apply lacquer base paints over oil based paint.
