2005 Lincoln TC wont start after fueling?

Our 2005 TC has difficulty starting after refueling. Once car starts there is no problem until next fuel stop. Acts like it is flooded. Accelerator pedal to the floor will eventually start, but no further problems until next fuel stop.

Have someone else turn the key to the on position, but not crank it, while you listen under the fuel tank to see if the fuel pump performs its initial power up to load the fuel system pressure. My guess is that it isn't doing that which could be caused by a problem in the key switch or a module for the fuel system. But it could be a dozen other things.
