Why new car's air-conditioner emitting white films ?

Good day, guys,

Anyone knows why new car's air-conditioner can suddenly emit large amount of snow-liked “White Sticky Films” ?

That happens when the car was only few months old (with total mileage just below 6000km).. & as a result, I have severe cough for nearly 2 months until the doctor put me under observation (for TB suspect)..

1) Any idea what the white substance is ?
2) Are they toxic & hazardous to human being (i.e. to driver & passengers) ?
3) What could possibly happened (in the air-conditioning system) ?
