1998 Toyota 4Runner sr5 keyless remote issue

I have a question for the Toyota gurus out there, I have a 98 sr5 2wd 4Runner that I just recently purchased and the seller lost the keyless remote and she just found it a couple days ago and I acquired it and changed the batteries in it, but it doesn't seem to work, I checked fuses, all are good. And I noticed some toyotas have a security box under the drivers seat, but my truck doesn't have one. Is this why? Any help is greatly appreciated!
