Help me identify what's attached to tire rims

Hello -

I saw this car earlier this week and snapped a short video (link is to youtube).

I have no idea what these things are doing on this cars' rims. I don't believe it was a city/county vehicle, so it was nothing that looked "official." They were also only on the passenger side.

Any ideas would be welcome!
