99 Cherokee-no turn or flashers

I found an older thread on this but it never really pinpointed where the flasher fuse/module is for this year. To possibly complicate it even more it's a RHD.
Both of the manuals that came with the vehicle (Left & Right 99) show a different fuse box than what it has. It doesn't appear to have been changed though.
I replaced the entire switch in the column today but still have the same symptoms...turn signals may work a few blinks sitting still, but Emerg Flasher don't do anything.
Any ideas??
