Spare Tire Hoist

99 blazer 4WD.

My spare tire hoist is spinning freely. The cable is all the way loose and I have it wrapped around a pipe or something to keep it from dragging. I have to keep the spare in the back of the SUV and it takes up way too much room so I'd like to change the hoist out and get this fixed.

It looks like an easy change except for the horribly placed top bolt underneath the bumper.

Anyone have experience with trying to get this bolt out? I've seen things such as taking the plastic step cover off the bumper and drilling down through the bumper to get to it. I really don't want to do that.

Any experienced suggestions would be appreciated. Thanks.
