When pin M-REL in ECU of Toyota Vios have (+)12V

Hi, everybody.
In service manual of Toyota Vios, part wiring diagram show:
To supplied (+)12V to B+ have to controled by relay EFI
To control coil in Relay, have to (+)12V of ECU send for coil of relay

i want to ask a question
Which condition is M-REL in ECU produce (+)12V
