1991 Buick Park Avenue wont start

I replaced the neutral safety switch no go, built a resistor for the vats by-pass and still nothing. the key turns and nothing, does not try to turn over or anything. If I run jumpers to starter it will turn the start over but not crank. If I turn the key on and do the same thing it cranks but dies immediately. Plz help its my moms car and she really needs it.
