1998 olds 88 fuel tank pressure

I replaced fuel tank, and pressure switch and now check engine light is on telling me it is pressure switch, and it is building up pressure in tank. when I take off fuel cap a lot of pressure. could this be fuel cap?

Was the same code there before replacing the tank and switch?

Why were both replaced?
