Lagging trans downshift

After braking down to 15 or 20 mph my 2004 Trailblazer transmission has a slight hesitation and clunks when I start to give it the gas. Could this be
due to a sticking modulator or some other issue?

Welcome to AF, no modulator it is pcm controlled. The clunk could be anything needs to be checked on site. The downshift issue again can be a difficult diagnosis, engine load/speed, throttle position, state of tune are all in the mix when it comes to trans shift issues. Full scan for pending codes and sensor inputs is the first step.
