84 Sunbird Low Speed Wheel Noise

My 84 Sunbird makes a noise at low speed on hot days (usually when pulling into a car show) . It does not seem to make this noise at higher speeds. I have replaced the pads and rotors. Could it be the wheel hub?

I would love to upgrade the whole setup to the 92+ stuff, but want to keep my 14" rims...

It is really looking the the wheel hub as I don't think it really could be anything else. Should I replace both sides or just the noisy one?

The car spent 8 years outside uncovered and undriven, and has been back on the road about 5 years since then.

Ended up being a combination of dust shield and wheel bearing.

Replaced both, no problems since.

Hopefully it wasn't just the dust shield intermittantly touching the back of the rotor....
