Question Wipers don't fully retract

Hello everyone,

I've got a 1985 Oldsmobile 98 Regency Brougham sedan. My problem is with the wiper blades. When they are off, they sit below the edge of the hood below a trim plate so when you are sitting in the car, they are not visible on the windshield. They work perfectly fine, turning on and off, intermittent speeds and everything, but when I turn them off they don't retract underneath the trim against the bumpers. It isn't an issue of the wipers not retracting at all, because they do go down like they should, just not far enough. If you get out of the car you can push them both down by hand with no force to where they should be. Is this a problem with the motor, or possibly a worn out linkage? Thanks!
