data connection plug

so ive been reading alot of different sites and all about how the data plug sometimes doesnt work. well my 02 cavy data plug doesnt work!!! the check engine light is on and i dont think it is anything serious as the car runs fine but i want to get this problem solved.
so i have checked all my fuses and they are fine
my dome light and cig lighter work ( read that the data fuse is one of the two?)
it likes to me like everything is plugged in also. puplre wire goes to 2 pin, black into pin 4, black white into pin 5 and orange into pin 16. but i also have two extra wires hanging out a small black one and a small red one? idk what they go to and there are no extra elemets in the connector? does anyone have any advice for me??? PLZ HELP!!!

oh and i have power going to the orange i tested that earlier today

Are you using an obd 2 code reader or what? Pin 16 is hot all the time, voltage comes from mirror fuse.

Pins 4 and 5 are grounds.
