Exclamation What's this noise? Power steering going bad? HELP :(

So I get this noise every time I turn left or right at low speed, its really loud and it turns heads which is why I hate it. It will do it as long as I continue to turn.

Little history about the car (according to carfax):
Was totaled then rebuilt in 2003 at 30k miles.
Had (or has?) a frame damage

I bought it last summer and it has never broken down on me.
I had the axles replaced and new brakes both front and back, flushed and filled every fluid. Recently changed serpentine, power steering and AC belt.
Don't know what it could be, please watch the video and tell me if you can help me figure it out. Thanks.
