Question 96 Jetta ...Starting Problems

I believe many owners have this similar problem..has anyone found a dependable solution.
My Jetta won't start ..usually in wetter conditions..even if the car itself is under a shelter or covered roof... it'll crank...and have to as many as 3-5 times...with intervals in between..before it finally starts..n then idle becomes a challenge..until it warms up... usually the engine dying a couple of times..in between the idle..
I believe..many know what I am talking about..n sometimes..at lower speeds driving..the engine stalls for a spurt...
Please advise..if anyone has come up with some solid ideas...cheers n thanks...
