85 GMC S15 carb swap

85 S15 2.8l v6 High Sierra with a rotchester 2SE 2bbl carb. customer wants to ditch the 2SE for a carb thats actually tuneable. he and i have been fighting with this carb tuning now for 1 1/2 years and he wants carberation. question is what carb out there would work on this motor. it will need to pass federal emissions. im at a loss for this carb. if there are none, im looking inot an TBI conversion.

lets pray on the sake of the wallet there is a carb out there.
